On your own /profile page, you should always be able to see the prompt, since it’s your own image.
But on the Gallery page, prompts aren’t shown.
Same for /users/user_id — prompts aren’t visible there either, because that’s a public profile page.
So yeah, if it’s behaving differently from that, it’s a bug.
