Add system tag

Thank you for the request! System tags are tags that incorporate multilingual translation and English URL paths. If you're just organizing your own images, user tags should basically be sufficient.

By the way, are there times when you find it difficult to locate user tags when searching?

By any chance, are you the person who previously suggested adding a search function to the gallery? For this purpose, I think a search function might actually be a better fit than bulk tagging. Also, since bulk tagging is currently a manual process, it’s difficult for me to implement it right away.

Also, since system tags use both Japanese and English titles—for example, the "女子" tag is displayed as "Girl" in the English title—but user tags only display Japanese and no English, I wanted to be able to display both Japanese and English titles for user tags as well, just like with system tags. Of course, I would also like to see a search feature added so that I can easily find images by searching for their titles without having to look through the gallery one by one...
